Treat these as market context, not a price. They are aggregated from contractor and design firm sources across the island, and none of them has seen your flat. Two households renovating identical 4-room layouts can legitimately spend $25,000 and $80,000 — the difference is scope, not luck.
A new flat is a blank slate. The walls are true, the floors are level, the electrical and plumbing are new, and the bathroom waterproofing is intact and under warranty. None of that has to be undone before your renovation begins.
The same scope in a resale flat runs 20% to 40% higher, and the premium is infrastructure rather than design — hacking, rewiring, replumbing and waterproofing before a single cabinet is built.
Carpentry — roughly 35% to 45%. Kitchen cabinets, wardrobes, TV console, shoe cabinet, any platform beds. Consistently the largest single line item.
Wet works — kitchen and bathrooms. The most labour and material intensive rooms in the flat, even in a new unit.
Flooring. Whether you keep or replace the HDB-provided finish is one of the biggest single swings in the whole budget.
Electrical and lighting. Additional points, a considered lighting scheme, and any relocation of the distribution board.
Painting and finishing. Modest against the rest, but it covers the whole flat.
Doors, windows and glass. Main door, bedroom doors, any glass partitions or shower screens.
Before comparing quotes, settle these three. They shift the total more than anything else on the list.
Keep or replace the HDB flooring. Replacing it means hacking or overlaying across the whole flat, which touches every other trade.
How much carpentry. Full-height built-ins throughout versus a considered few can differ by $20,000 on the same flat.

A renovation quote is not a moving-in budget. These commonly sit outside it, and they are what push couples past the number they had in mind.

Curtains, blinds and loose furniture.
